Sir,

The plight of eight thousand employees of Darjeeling Gorkha Hill Council is at a stake as because they are employed purely on contractual basis since inception of DGHC in the year 1988.  A long 21 years have passed but their service have not been regularised till date despite their long pending demand  followed by the democratic agitation by Janamukti Asthayee Karmachari Sangathan, a frontal organization of GJM.

Gorkha Janamukti Morcha had raised the issue with the Chief Minister, Govt. of West Bengal   on several occasions and the Chief Minister had assured the party during the month of February 2009 that their cases would be considered at the earliest, but all in vain.

A meeting between the delegates of Janamukti Asthayee Karmachari Sangathan and the Additional Chief Secretary, Govt. of West Bengal was held on 9th June, 2009 and it was agreed that the process of regularization of all categories of contractual employees will be started within three months depending on the eligibility of candidates as per the post. But nothing has been done till date to mitigate the problem.
Janamukti Asthayee Karmachari Sangathan spearheading the democratic movement for regularization of the contractual employees has resorted to Fast unto Death programme from 14th September, 2009. Around 6,300 contractual employees are participating in this programme in Darjeeling, Kurseong, Kalimpong, Siliguri, Kolkata and Delhi.

There is every apprehension of deaths of the participants as they are very much committed to their cause and are on a fast unto death programme.

Under the above circumstances, I request you to kindly intervene and do the needful so that the aggrieved contractual employees are regularised and justice be given to them.
